The Department of Homeland Security order was made public on 20 October: scope and China’s reaction.

In this article
The essentials
The Department of Homeland Security (DHS) orders civilian federal agencies to stop buying DeepSeek products and services and to remove those already in use. The order was made public on 20 October.
The scope
It targets not only DeepSeek’s products but also those of other vendors built with its technologies. Agencies may request exceptions. National security systems fall under a different regime, and private companies and individuals are not affected.
Reasons and context
The DHS warns that sensitive data of US government users could be accessible to Chinese authorities under Chinese law. A December 2025 law already restricted DeepSeek in intelligence and national security systems; the order extends it to civilian agencies. In September, a CISA notice accused DeepSeek and five other Chinese AI companies of large-scale distillation to extract information from American systems.
China’s reaction
The spokesperson of China’s foreign ministry opposes “an abusive extension of the notion of national security and the politicisation of technological and trade issues” and promises to defend the legitimate rights of Chinese companies. According to Bloomberg, China is considering restricting the export of 23 AI-related technologies.
Procedure and deadlines
According to the reports, agencies have 60 days from the order to request exceptions, which CISA accepts or refuses in writing. A targeted company may challenge the order before the federal appeals court in Washington within 60 days of notification. Some reports say the order was signed in July.
To keep in mind
Some reports place the signing of the order in July; dates vary. This article is based on TechCrunch.

01The present indicative
est / sont + attribute (noun, adjective, prepositional phrase)
Les dates d’annonce, des faits et de vérification sont distinctes.Key pointsÊtre in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.
02The passé composé
present of avoir + past participle
Les chiffres viennent des entreprises ou des organismes cités ; JAPANITIES ne les a pas vérifiés.Key pointsThe passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.
03The imparfait
stem (nous form of the present) + -ais / -ait / -ions / -iez / -aient
En septembre, un avis de la CISA accusait DeepSeek et cinq autres entreprises chinoises d’IA de distillation à grande échelle pour extraire des informations de systèmes américains.Key pointsThe imparfait describes states, background, habits and actions in progress in the past (il était, elle avait, ils pensaient). Take the nous form of the present, drop -ons, and add -ais / -ais / -ait / -ions / -iez / -aient. If the passé composé gives “the event itself”, the imparfait paints “the situation at the time”.
04The present conditional
stem (infinitive) + -ais / -ait / -ions / -iez / -aient
Le DHS avertit que les données sensibles d’utilisateurs du gouvernement américain pourraient être accessibles aux autorités chinoises en vertu du droit chinois.Key pointsThe conditional expresses possibility, supposition, unconfirmed information and polite requests (“would”, “might”). It uses the same stem as the future and the same endings as the imparfait (-ais, -ait, -ions, -iez, -aient): pouvoir → il pourrait. In the news it is used to avoid asserting, as in “is reported to…” or “there is a possibility…”.
05The passive voice in the present
être (est / sont) + past participle (+ par / de)
Les systèmes de sécurité nationale relèvent d’un autre régime, et les entreprises privées et particuliers ne sont pas concernés.Key pointsThe passive means “is done” or “is being done”. It is formed with être + past participle, which agrees with the subject in gender and number (la mesure est adoptée / les mesures sont adoptées). The agent is introduced by par (or de). In the news it is common when the event, rather than the actor, is the focus (est prévu / est annoncé / est connu).
06The passive in the passé composé
a / ont été + past participle
L’ordre du département de la Sécurité intérieure a été rendu public le 20 octobre : périmètre et réaction de la Chine.Key pointsThe past passive means “was done”. Its form is present of avoir + été (past participle of être) + past participle. Été does not change, but the last participle agrees with the subject in gender and number (la loi a été votée / les textes ont été votés). It is frequent in news reporting results such as votes, decisions and announcements.
07Negation and its scope
ne / n’ … pas · ne … plus
Les systèmes de sécurité nationale relèvent d’un autre régime, et les entreprises privées et particuliers ne sont pas concernés.Key pointsNormally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.
08Citing a source with selon
selon + noun / organisation
Selon Bloomberg, la Chine envisage de restreindre l’exportation de 23 technologies liées à l’IA.Key pointsSelon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.
09Pouvoir: ability and possibility
peut / peuvent / pourrait + infinitive
Les agences peuvent demander des exceptions.Key pointsPut a base-form verb after pouvoir. Peut means “can” or “may”; the conditional pourrait gives a more reserved possibility, “might”. It does not necessarily mean implementation is settled.
10Expressing a plan or a deadline
être prévu / prévoir / être envisagé
Une entreprise visée peut contester l’ordre devant la cour d’appel fédérale de Washington dans les 60 jours suivant la notification.Key pointsPrévoir means “to plan, to expect”. Être prévu means “to be scheduled” and être envisagé means “to be under consideration”. In the news, read them separately from expressions that describe events that have already happened. They do not say that the event has already taken place.
11Purpose with pour
pour + infinitive
En septembre, un avis de la CISA accusait DeepSeek et cinq autres entreprises chinoises d’IA de distillation à grande échelle pour extraire des informations de systèmes américains.Key pointsThis is the purpose, “in order to…”. Put the base form of a verb after pour. The purpose stated here is separate from whether the effect was actually achieved.

01Citing a source: によると
noun + によると
報道によると、機関は、命令から60日以内に、例外を申請できます。Key pointsAs in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.
02Polite negation and plain form
〜ではありません / 〜ではない
国家安全保障のシステムは、別の扱いで、民間企業や個人は、この命令の対象ではありません。Key pointsThey negate a noun and similar content. “ではありません” is the polite form and “ではない” the plain form. “成立ではありません” shows that it cannot be said to have been concluded.
03Cause or purpose with ため
〜ため / 〜ために
9月には、アメリカの機関が、DeepSeekなど中国のAI企業6社が、アメリカのAIから情報を引き出すために「蒸留」を大規模に行ったと指摘しています。Key pointsため is used for both reason and purpose. “成立ではないため” is a reason and “運転手を守るため” a purpose. Decide from the whole sentence whether what precedes is a cause or a goal.
04Giving examples with など
noun / expression + など
ブルームバーグは、中国が、AIチップの設計や一部の高度なAIモデルなど、23のAI関連技術の輸出制限を検討していると報じています。Key points“暴言など” gives “abusive language” as one example. It is not necessarily a closed list of only the things named. It also helps when reading the scope of a news story.
05The polite past ました
verb stem (連用形) + ました
米国土安全保障省の命令が、20日に公表されました。Key pointsIn “発表しました”, ました makes a verb polite past. The negative is “ませんでした”. Read the actual date together with the date and time in the text.
06Quoting with と: content and report
plain-form sentence + と + verbe de parole (報じる, 説明する…)
中国外務省のスポークスパーソンは、「国家安全保障の概念を広げすぎて、技術と貿易を政治の問題にすること」に反対し、中国企業の正当な権利を断固として守ると述べました。Key pointsと takes the content that is reported or explained. In “改定する方針だと報じました”, “改定する方針だ” is what the report said. Separating the content from who said it and how makes long sentences easier to read.
