The essentials
This aid concerns some workers who use their car for long journeys. Conditions must be checked on the official site.
What is new?
In its 5 October announcement, the ministry plans a new simulator on 12 October for people who did not receive the aid between April and September. This article does not confirm it is actually in service.
Amount and timetable
The official announcement indicates a flat-rate aid of €100 for the three months from October to December. New applications are announced from 22 October. Conditions apply: this aid is not universal.
If you have already applied
According to the ministry, people who have already applied for the aid have no further procedure to carry out; payment is announced automatically in mid-October. Check your situation and the procedures on the official site.
Understanding: simulation, application and payment
A simulator helps check whether a person may be eligible according to their situation. A simulation is not an application for aid. The €100 is the total announced for three months, not €100 a month. Checking the conditions, submitting an application and receiving the payment are three different steps.

01The present indicative
est / sont + attribute (noun, adjective, prepositional phrase)
Vérifier les conditions, déposer une demande et recevoir le versement sont trois étapes différentes.Key pointsÊtre in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.
02The passé composé
present of avoir + past participle
Si vous avez déjà fait une demandeKey pointsThe passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.
03The passive voice in the present
être (est / sont) + past participle (+ par / de)
Les nouvelles demandes sont annoncées à partir du 22 octobre.Key pointsThe passive means “is done” or “is being done”. It is formed with être + past participle, which agrees with the subject in gender and number (la mesure est adoptée / les mesures sont adoptées). The agent is introduced by par (or de). In the news it is common when the event, rather than the actor, is the focus (est prévu / est annoncé / est connu).
04The imperative
present vous form (-ez) / nous (-ons) / tu
Vérifiez votre situation et les modalités sur le site officiel.Key pointsThe imperative expresses commands, requests and advice. It has no subject: the sentence starts with the verb (Consultez les informations.). The vous form ends in -ez, nous in -ons (Restons prudents.), and tu in -e for -er verbs (Consulte). It is very common in notices and warnings (Vérifiez, Consultez, Restez informé).
05Pronominal verbs
se / s’ + verb
Des conditions s’appliquent : cette aide n’est pas universelle.Key pointsA pronominal verb is used with a reflexive pronoun (me, te, se, nous, vous) before the verb. It can mean “do to oneself”, “be done” or “do to each other”. In the news, se traduire (to result in), se tenir (to take place), s’agir de (to be a matter of) and se diffuser (to spread) are frequent. The pronoun changes with the subject (il se tient / ils se tiennent / je me souviens).
06Negation and its scope
ne / n’ … pas · ne … plus
Dans son annonce du 5 octobre, le ministère prévoit un nouveau simulateur le 12 octobre pour les personnes n’ayant pas reçu l’aide entre avril et septembre.Key pointsNormally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.
07Citing a source with selon
selon + noun / organisation
Selon le ministère, les personnes ayant déjà demandé l’aide n’ont pas de démarche supplémentaire à effectuer ; le versement est annoncé automatiquement à la mi-octobre.Key pointsSelon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.
08Pouvoir: ability and possibility
peut / peuvent / pourrait + infinitive
Un simulateur aide à vérifier si une personne peut être éligible selon sa situation.Key pointsPut a base-form verb after pouvoir. Peut means “can” or “may”; the conditional pourrait gives a more reserved possibility, “might”. It does not necessarily mean implementation is settled.
09Expressing a plan or a deadline
être prévu / prévoir / être envisagé
Dans son annonce du 5 octobre, le ministère prévoit un nouveau simulateur le 12 octobre pour les personnes n’ayant pas reçu l’aide entre avril et septembre.Key pointsPrévoir means “to plan, to expect”. Être prévu means “to be scheduled” and être envisagé means “to be under consideration”. In the news, read them separately from expressions that describe events that have already happened. They do not say that the event has already taken place.
10The subject relative pronoun qui
noun + qui + verb
Cette aide concerne certains travailleurs qui utilisent leur voiture pour de longs trajets.Key pointsQui continues a description of the person or thing just mentioned (“the one that does…”). Because qui is itself the subject of the next verb, do not repeat the subject. The verb agrees with the noun qui refers to.

01Citing a source: によると
noun + によると
経済省の10月5日付の案内によると、4〜9月に支援を受けていない人向けの新しいシミュレーターが、10月12日に公開される予定です。Key pointsAs in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.
02Rejecting an interpretation
〜わけではない / 〜という意味ではない
確認しただけで支援が申請されるわけではありません。Key pointsThese forms limit and deny an interpretation: “it does not necessarily follow” or “that is not what is meant”. They do not necessarily deny every fact in the sentence. Read what is being denied together with the earlier part.
03Polite negation and plain form
〜ではありません / 〜ではない
対象条件があるため、誰でも受け取れる支援ではありません。Key pointsThey negate a noun and similar content. “ではありません” is the polite form and “ではない” the plain form. “成立ではありません” shows that it cannot be said to have been concluded.
04Indicating the subject: について
noun + について
経済省は、すでに支援を申請した人について追加の手続きは不要で、10月中旬に自動で支給されると案内しています。Key pointsAs in “予算について”, it shows the topic to be talked about or explained. In the form “〜についての報道”, の is added so that the group qualifies the following noun.
05Cause or purpose with ため
〜ため / 〜ために
対象条件があるため、誰でも受け取れる支援ではありません。Key pointsため is used for both reason and purpose. “成立ではないため” is a reason and “運転手を守るため” a purpose. Decide from the whole sentence whether what precedes is a cause or a goal.
06Quoting with と: content and report
plain-form sentence + と + verbe de parole (報じる, 説明する…)
新たな申請は10月22日からとされています。Key pointsと takes the content that is reported or explained. In “改定する方針だと報じました”, “改定する方針だ” is what the report said. Separating the content from who said it and how makes long sentences easier to read.
