The decision

According to LCP, the Assembly rejected on the evening of 13 October the Socialists’ motion: 236 votes against, 149 for. Examination of the 2027 budget revenue continues.

Understanding the procedure

The motion to reject outright aims to set aside a text before detailed examination. Its rejection allows discussion; it is not the final vote on the budget as a whole.

Revenue and spending

Revenue is the resources received by the State; spending is the money used. A proposal being debated is not yet a definitively applicable rule.

What next

Follow the votes on articles and amendments. The continuation of the debates does not mean a tax rise or cut has been decided.

Explained in English

French grammar

Learn sentence patterns and usage from the article’s own sentences.

01The present indicative
Structure

est / sont + attribute (noun, adjective, prepositional phrase)

In the article
Les recettes sont les ressources reçues par l’État ; les dépenses sont l’argent utilisé.
Key points

Être in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.

02The passé composé
Structure

present of avoir + past participle

In the article
Selon LCP, l’Assemblée a rejeté le 13 octobre au soir la motion des socialistes : 236 voix contre, 149 pour.
Key points

The passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.

03The passive voice in the present
Structure

être (est / sont) + past participle (+ par / de)

In the article
Budget 2027 : la motion de rejet est écartée, les débats continuent
Key points

The passive means “is done” or “is being done”. It is formed with être + past participle, which agrees with the subject in gender and number (la mesure est adoptée / les mesures sont adoptées). The agent is introduced by par (or de). In the news it is common when the event, rather than the actor, is the focus (est prévu / est annoncé / est connu).

04The imperative
Structure

present vous form (-ez) / nous (-ons) / tu

In the article
Suivez les votes sur les articles et les amendements.
Key points

The imperative expresses commands, requests and advice. It has no subject: the sentence starts with the verb (Consultez les informations.). The vous form ends in -ez, nous in -ons (Restons prudents.), and tu in -e for -er verbs (Consulte). It is very common in notices and warnings (Vérifiez, Consultez, Restez informé).

05Negation and its scope
Structure

ne / n’ … pas · ne … plus

In the article
Le budget lui-même n’est pas définitivement adopté.
Key points

Normally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.

06Citing a source with selon
Structure

selon + noun / organisation

In the article
Selon LCP, l’Assemblée a rejeté le 13 octobre au soir la motion des socialistes : 236 voix contre, 149 pour.
Key points

Selon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.

07Dates and their prepositions
Structure

le + 日付 / du … au …

In the article
Selon LCP, l’Assemblée a rejeté le 13 octobre au soir la motion des socialistes : 236 voix contre, 149 pour.
Key points

Le 15 octobre means “on 15 October”. Distinguish the le before a date from the le that marks a weekly habit like a weekday. Du is de + le and au is à + le, so decide the meaning from the verb and period expressions around them. Their role depends on the group: a range of dates, the date of a bulletin or another complement.

08Coordination with et
Structure

word / group / clause + et + …

In the article
Suivez les votes sur les articles et les amendements.
Key points

Et joins not only words but also groups of nouns and whole clauses. Spot the two elements playing the same role to break up a long sentence. Et does not necessarily express cause and effect.

Explained in English

Japanese grammar

Understand the structure and usage from the text.

01Citing a source: によると
Structure

noun + によると

In the article
LCPによると、国民議会は13日夜、社会党議員が提出した2027年予算案の審議を止める動議を否決しました。
Key points

As in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.

02Rejecting an interpretation
Structure

〜わけではない / 〜という意味ではない

In the article
予算そのものが成立したわけではありません。
Key points

These forms limit and deny an interpretation: “it does not necessarily follow” or “that is not what is meant”. They do not necessarily deny every fact in the sentence. Read what is being denied together with the earlier part.

03Polite negation and plain form
Structure

〜ではありません / 〜ではない

In the article
「審議が続く」と「増税や減税が決まった」は同じ意味ではありません。
Key points

They negate a noun and similar content. “ではありません” is the polite form and “ではない” the plain form. “成立ではありません” shows that it cannot be said to have been concluded.

04Cause or purpose with ため
Structure

〜ため / 〜ために

In the article
motion de rejet préalableは、法案を条文ごとに審議する前に拒否するための手続きです。
Key points

ため is used for both reason and purpose. “成立ではないため” is a reason and “運転手を守るため” a purpose. Decide from the whole sentence whether what precedes is a cause or a goal.

05Giving examples with など
Structure

noun / expression + など

In the article
歳入は国に入ってくる税金などのお金です。
Key points

“暴言など” gives “abusive language” as one example. It is not necessarily a closed list of only the things named. It also helps when reading the scope of a news story.

06The polite past ました
Structure

verb stem (連用形) + ました

In the article
LCPによると、国民議会は13日夜、社会党議員が提出した2027年予算案の審議を止める動議を否決しました。
Key points

In “発表しました”, ました makes a verb polite past. The negative is “ませんでした”. Read the actual date together with the date and time in the text.
