The vote

According to LCP, on the evening of 14 October the Assembly adopted the article setting France’s contribution to the European budget for 2027 at €30.9 billion: 111 votes for, 93 against.

What does contribution mean?

A contribution is a financial participation in joint actions. The article concerns a levy on State revenue for the EU; it does not transfer the whole French budget.

The disagreement

The RN and LFI voted against, among others. The RN amendment reducing the contribution by €11 billion was rejected. The gross contribution is distinct from the net balance after funding received.

Is the budget adopted?

This vote concerns an article of the finance bill. Its adoption is distinct from final adoption of the whole budget.

French grammar

Learn sentence patterns and usage from the article’s own sentences.

01The present indicative
Structure

est / sont + attribute (noun, adjective, prepositional phrase)

In the article
Une contribution est une participation financière à des actions communes.
Key points

Être in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.

02The passé composé
Structure

present of avoir + past participle

In the article
Selon LCP, l’Assemblée a adopté le 14 octobre au soir l’article fixant à 30,9 milliards d’euros la contribution française au budget européen pour 2027 : 111 voix pour, 93 contre.
Key points

The passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.

03The passive in the passé composé
Structure

a / ont été + past participle

In the article
L’amendement du RN réduisant la contribution de 11 milliards a été rejeté.
Key points

The past passive means “was done”. Its form is present of avoir + été (past participle of être) + past participle. Été does not change, but the last participle agrees with the subject in gender and number (la loi a été votée / les textes ont été votés). It is frequent in news reporting results such as votes, decisions and announcements.

04Pronominal verbs
Structure

se / s’ + verb

In the article
La contribution brute se distingue du solde net après les financements reçus.
Key points

A pronominal verb is used with a reflexive pronoun (me, te, se, nous, vous) before the verb. It can mean “do to oneself”, “be done” or “do to each other”. In the news, se traduire (to result in), se tenir (to take place), s’agir de (to be a matter of) and se diffuser (to spread) are frequent. The pronoun changes with the subject (il se tient / ils se tiennent / je me souviens).

05Negation and its scope
Structure

ne / n’ … pas · ne … plus

In the article
L’article concerne un prélèvement sur les recettes de l’État au profit de l’UE ; il ne transfère pas l’ensemble du budget français.
Key points

Normally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.

06Citing a source with selon
Structure

selon + noun / organisation

In the article
Selon LCP, l’Assemblée a adopté le 14 octobre au soir l’article fixant à 30,9 milliards d’euros la contribution française au budget européen pour 2027 : 111 voix pour, 93 contre.
Key points

Selon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.

07Dates and their prepositions
Structure

le + 日付 / du … au …

In the article
Le vote du 14 octobre porte sur un article du budget 2027, pas sur l’adoption définitive de l’ensemble du projet.
Key points

Le 15 octobre means “on 15 October”. Distinguish the le before a date from the le that marks a weekly habit like a weekday. Du is de + le and au is à + le, so decide the meaning from the verb and period expressions around them. Their role depends on the group: a range of dates, the date of a bulletin or another complement.

01Citing a source: によると
Structure

noun + によると

In the article
LCPによると、国民議会は14日夜、2027年のEU予算へのフランスの拠出を309億ユーロとする条文を、賛成111票・反対93票で採択しました。
Key points

As in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.

02Polite negation and plain form
Structure

〜ではありません / 〜ではない

In the article
フランス国内のすべての予算をEUに渡す、という話ではありません。
Key points

They negate a noun and similar content. “ではありません” is the polite form and “ではない” the plain form. “成立ではありません” shows that it cannot be said to have been concluded.

03Indicating the subject: について
Structure

noun + について

In the article
今回の採決は2027年予算案の一つの条文についてです。
Key points

As in “予算について”, it shows the topic to be talked about or explained. In the form “〜についての報道”, の is added so that the group qualifies the following noun.

04Qualifying a noun with に関する
Structure

noun + に関する + noun

In the article
2027年予算案の一部に関する採決で、予算全体の成立とは別です。
Key points

As in “税控除に関する採決”, it explains what the following noun relates to. It is close to “about” and is common in headlines and descriptions.

05Cause or purpose with ため
Structure

〜ため / 〜ために

In the article
拠出は、共通の活動のために資金を出すことです。
Key points

ため is used for both reason and purpose. “成立ではないため” is a reason and “運転手を守るため” a purpose. Decide from the whole sentence whether what precedes is a cause or a goal.

06Giving examples with など
Structure

noun / expression + など

In the article
RNやLFIなどが反対しました。
Key points

“暴言など” gives “abusive language” as one example. It is not necessarily a closed list of only the things named. It also helps when reading the scope of a news story.
