Vote of 15 October, checked this morning. A tax rule is not the amount of the pension.

The vote
According to LCP, on 15 October MPs voted by 116 to 30 to remove the proposed cut to the pension tax allowance.
The plan
The cap was to go from €4,439 to €3,000. It was not about reducing all pensions by 10%.
Understanding the word
The allowance reduces the income taken into account to calculate tax. Its amount is not the tax saving.
And then?
The budget is still under discussion. Only the final law will determine the rules applicable in 2027.

01The present indicative
est / sont + attribute (noun, adjective, prepositional phrase)
Les dates du reportage, des faits et de vérification sont distinctes.Key pointsÊtre in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.
02The passé composé
present of avoir + past participle
Selon LCP, le 15 octobre, les députés ont voté par 116 voix contre 30 la suppression du rabot proposé sur l’abattement fiscal des retraites.Key pointsThe passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.
03The imparfait
stem (nous form of the present) + -ais / -ait / -ions / -iez / -aient
Le plafond devait passer de 4 439 à 3 000 euros.Key pointsThe imparfait describes states, background, habits and actions in progress in the past (il était, elle avait, ils pensaient). Take the nous form of the present, drop -ons, and add -ais / -ais / -ait / -ions / -iez / -aient. If the passé composé gives “the event itself”, the imparfait paints “the situation at the time”.
04The futur simple
stem (infinitive) + -ai / -as / -a / -ons / -ez / -ont
Seule la loi définitive déterminera les règles applicables en 2027.Key pointsThe futur simple means “will do” or “is planned to”. Add -ai, -as, -a, -ons, -ez, -ont to the infinitive (participer → il participera). Watch the irregular stems: être → ser-, avoir → aur-, aller → ir-, faire → fer-, pouvoir → pourr-, voir → verr-. In the news it is used for fixed plans and outlooks.
05Pronominal verbs
se / s’ + verb
Il ne s’agissait pas de réduire toutes les pensions de 10 %.Key pointsA pronominal verb is used with a reflexive pronoun (me, te, se, nous, vous) before the verb. It can mean “do to oneself”, “be done” or “do to each other”. In the news, se traduire (to result in), se tenir (to take place), s’agir de (to be a matter of) and se diffuser (to spread) are frequent. The pronoun changes with the subject (il se tient / ils se tiennent / je me souviens).
06Negation and its scope
ne / n’ … pas · ne … plus
Une règle fiscale n’est pas le montant de la pension.Key pointsNormally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.
07Citing a source with selon
selon + noun / organisation
Selon LCP, le 15 octobre, les députés ont voté par 116 voix contre 30 la suppression du rabot proposé sur l’abattement fiscal des retraites.Key pointsSelon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.
08Purpose with pour
pour + infinitive
L’abattement réduit le revenu pris en compte pour calculer l’impôt.Key pointsThis is the purpose, “in order to…”. Put the base form of a verb after pour. The purpose stated here is separate from whether the effect was actually achieved.
09Delimiting an interval
de … à … / du … au …
Le plafond devait passer de 4 439 à 3 000 euros.Key pointsDe…à… shows the start and end, “from … to …”, and is also used for changes in figures. With dates, de + le becomes du and à + le becomes au, giving forms like du 13 au 15. Check whether the interval concerns dates, times or amounts.

01Citing a source: によると
noun + によると
LCPによると、国民議会は15日、年金に適用する10%の税控除の上限を下げる政府案に反対しました。Key pointsAs in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.
02Polite negation and plain form
〜ではありません / 〜ではない
年金の支給額を一律10%減らす案ではありません。Key pointsThey negate a noun and similar content. “ではありません” is the polite form and “ではない” the plain form. “成立ではありません” shows that it cannot be said to have been concluded.
03The polite past ました
verb stem (連用形) + ました
削除する修正案が116対30で可決されました。Key pointsIn “発表しました”, ました makes a verb polite past. The negative is “ませんでした”. Read the actual date together with the date and time in the text.
04Linking actions with the て-form
verb て-form + next expression
政府は控除の上限を4439ユーロから3000ユーロへ下げる案を提出していました。Key pointsThe て-form links actions in a series, in order or as a reason. In “確認して、出発する” the relation is judged from the content. In “〜ている” it can show an action in progress or a continuing state.
05Linking two nouns with の
noun A + の + noun B
15日の採決を16日朝に確認。Key pointsA explains noun B that follows. It is not only possession: the relation can be belonging, target, content and more. In “政府の案” and “年金の税控除”, read the relation from the context.
06The topic marked by は
noun / noun phrase + は
年金額の削減と税控除の縮小は別の話です。Key pointsは shows what the sentence is about; an explanation of that topic follows. は and が are not always interchangeable: contrast and the way information is placed change.
