The essentials
The government is doubling the aid for heavy drivers and releasing diesel from strategic stocks. In September, diesel reached €2.36 a litre in some stations.
Why are prices so high?
The rise comes from disruptions in the Strait of Hormuz. Since about March, the government has been rolling out aid. According to franceinfo, the Saudi pipeline that bypassed the area is shut down after drone attacks. Expert Thierry Bros thinks prices could reach €3 a litre with no solution.
What has been decided
① Aid for heavy drivers: €100 for October–December (€50 before), for 5.5 million people (against 3 million) who use their car to go to work, under an income ceiling; automatic payment for those who already received it. ② Employer fuel bonus: tax-free ceiling of €1,000/year (€600 before). ③ On 7 October, Sébastien Lecornu announced making 10 million barrels of diesel from strategic stocks available, at cost price, over three months; expected drop of 12 to 18 cents per litre. ④ The energy voucher is brought forward to January 2027: 5.8 million households, €150 on average.
Aid by occupation
Fishers: aid up to 70% of the cost increase and a zero-rate loan of up to €50,000 from 1 October. Farmers: GNR (off-road diesel) aid of 15 c€/L; construction: 20 c€/L. Home-care workers: access to the scheme from 30 km a day. Independent nurses: €80 from the CNAM. These schemes are extended to 31 December.
What comes next
The government wants to write into law, through an amendment to the 2027 budget, a “golden rule”: in the event of a rise, the surplus VAT and excise duty is allocated to aid. Sébastien Lecornu is to bring distributors together at Matignon to set the terms of the stock release. He says the electricity price must not rise this winter.
To keep in mind
Amounts and conditions come from the 22 September announcement and the 7 October address. For the exact conditions, see info.gouv.fr.

01The present indicative
est / sont + attribute (noun, adjective, prepositional phrase)
Les dates d’annonce, des faits et de vérification sont distinctes.Key pointsÊtre in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.
02The passé composé
present of avoir + past participle
③ Le 7 octobre, Sébastien Lecornu a annoncé la mise à disposition de 10 millions de barils de gazole des stocks stratégiques, au prix de revient, sur trois mois ; baisse attendue de 12 à 18 centimes par litre.Key pointsThe passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.
03The imparfait
stem (nous form of the present) + -ais / -ait / -ions / -iez / -aient
Selon franceinfo, l’oléoduc saoudien qui contournait la zone est à l’arrêt après des attaques de drones.Key pointsThe imparfait describes states, background, habits and actions in progress in the past (il était, elle avait, ils pensaient). Take the nous form of the present, drop -ons, and add -ais / -ais / -ait / -ions / -iez / -aient. If the passé composé gives “the event itself”, the imparfait paints “the situation at the time”.
04The present conditional
stem (infinitive) + -ais / -ait / -ions / -iez / -aient
L’expert Thierry Bros estime que les prix pourraient atteindre 3 € le litre sans solution.Key pointsThe conditional expresses possibility, supposition, unconfirmed information and polite requests (“would”, “might”). It uses the same stem as the future and the same endings as the imparfait (-ais, -ait, -ions, -iez, -aient): pouvoir → il pourrait. In the news it is used to avoid asserting, as in “is reported to…” or “there is a possibility…”.
05The passive voice in the present
être (est / sont) + past participle (+ par / de)
④ Le chèque énergie est avancé à janvier 2027 : 5,8 millions de ménages, 150 € en moyenne.Key pointsThe passive means “is done” or “is being done”. It is formed with être + past participle, which agrees with the subject in gender and number (la mesure est adoptée / les mesures sont adoptées). The agent is introduced by par (or de). In the news it is common when the event, rather than the actor, is the focus (est prévu / est annoncé / est connu).
06Negation and its scope
ne / n’ … pas · ne … plus
Il dit que le prix de l’électricité ne doit pas augmenter cet hiver.Key pointsNormally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.
07Citing a source with selon
selon + noun / organisation
Selon franceinfo, l’oléoduc saoudien qui contournait la zone est à l’arrêt après des attaques de drones.Key pointsSelon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.
08Pouvoir: ability and possibility
peut / peuvent / pourrait + infinitive
L’expert Thierry Bros estime que les prix pourraient atteindre 3 € le litre sans solution.Key pointsPut a base-form verb after pouvoir. Peut means “can” or “may”; the conditional pourrait gives a more reserved possibility, “might”. It does not necessarily mean implementation is settled.
09Purpose with pour
pour + infinitive
Sébastien Lecornu doit réunir les distributeurs à Matignon pour fixer les modalités du déstockage.Key pointsThis is the purpose, “in order to…”. Put the base form of a verb after pour. The purpose stated here is separate from whether the effect was actually achieved.
10The subject relative pronoun qui
noun + qui + verb
Selon franceinfo, l’oléoduc saoudien qui contournait la zone est à l’arrêt après des attaques de drones.Key pointsQui continues a description of the person or thing just mentioned (“the one that does…”). Because qui is itself the subject of the next verb, do not repeat the subject. The verb agrees with the noun qui refers to.
Japanese grammar
Understand the structure and usage from the text.
01Citing a source: によると
noun + によると
franceinfoによると、海峡を迂回するサウジアラビアの石油パイプラインも、ドローン攻撃で止まっています。Key pointsAs in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.
02Plan, outlook and policy
〜の予定 / 〜見込み / 〜方針
原価で3か月かけて出す予定で、ポンプ価格は1リットルあたり12〜18セント下がる見込みです。Key points予定 is a plan, 見込み a forecast and 方針 a course of action or intention. None of them asserts that something has already been carried out. Note the difference from expressions such as “決まりました”.
03The polite past ました
verb stem (連用形) + ました
政府が打ち出した対策を、仕組みと数字でまとめました。Key pointsIn “発表しました”, ました makes a verb polite past. The negative is “ませんでした”. Read the actual date together with the date and time in the text.
04Quoting with と: content and report
plain-form sentence + と + verbe de parole (報じる, 説明する…)
③10月7日、ルコルニュ首相は、国の備蓄の軽油1,000万バレルを、販売業者に出すと発表しました。Key pointsと takes the content that is reported or explained. In “改定する方針だと報じました”, “改定する方針だ” is what the report said. Separating the content from who said it and how makes long sentences easier to read.
05Possibility in Japanese: できる・られる
verb potential form / 〜ことができる
在宅介護の人は、1日30km走れば申請できます。Key pointsできる is the basic verb for ability. The potential form of 受ける is 受けられる. The same られる can also be passive or honorific, so decide from the meaning of the sentence.
06Linking actions with the て-form
verb て-form + next expression
3月ごろから、この海峡を通る石油の流れが乱れ、フランス政府は支援を続けてきました。Key pointsThe て-form links actions in a series, in order or as a reason. In “確認して、出発する” the relation is judged from the content. In “〜ている” it can show an action in progress or a continuing state.
