The essentials

Emmanuel Macron has been on a tour of four Gulf countries since 19 October, to secure volumes of diesel and oil and bring down pump prices.

Programme and delegation

Arrival in Kuwait on the 19th, then the United Arab Emirates, Bahrain and, as the last stage, a state visit to Qatar on 20 and 21 October. The heads of TotalEnergies and Engie accompany the president. He is not going to Saudi Arabia, but is sending French soldiers to protect the port of Yanbu.

Context: the Strait of Hormuz

The trip comes amid the blockade of the Strait of Hormuz, Houthi attacks and tensions at Bab el-Mandeb. The president is to discuss ways of securing sea lanes and finding bypass routes. Paris and London have launched an international mission to reopen the strait (including mine clearance) once a deal is reached between Trump and Iran. The G7, chaired by France, agreed to draw up to 100 million barrels from its stocks.

Criticism in France

After the weekend’s violence, the opposition and the mayors of Paris, Marseille and other cities criticise the handling of law and order. Constitutional scholar Benjamin Morel considers that the tour may give “a sense of normality”, but also “appear disconnected”. Emmanuel Macron says he wants to play his role until the “last quarter of an hour” of his term.

What results?

The Élysée is aiming for “a number of commitments” on volumes; no signed agreement is mentioned. According to Francis Perrin, the trip will not affect prices.

To keep in mind

This article is based on the press of the first day. The results will need to be checked at the end of the tour.

LANGUAGE NOTES

Explained in English

French grammar

Learn sentence patterns and usage from the article’s own sentences.

01The present indicative
Structure

est / sont + attribute (noun, adjective, prepositional phrase)

In the article
Les dates d’annonce, des faits et de vérification sont distinctes.
Key points

Être in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.

02The passé composé
Structure

present of avoir + past participle

In the article
Paris et Londres ont lancé une mission internationale pour rouvrir le détroit (déminage notamment) une fois un accord conclu entre Trump et l’Iran.
Key points

The passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.

03The futur simple
Structure

stem (infinitive) + -ai / -as / -a / -ons / -ez / -ont

In the article
Les résultats seront à vérifier à la fin de la tournée.
Key points

The futur simple means “will do” or “is planned to”. Add -ai, -as, -a, -ons, -ez, -ont to the infinitive (participer → il participera). Watch the irregular stems: être → ser-, avoir → aur-, aller → ir-, faire → fer-, pouvoir → pourr-, voir → verr-. In the news it is used for fixed plans and outlooks.

04The passive voice in the present
Structure

être (est / sont) + past participle (+ par / de)

In the article
L’Élysée vise « un certain nombre d’engagements » sur les volumes ; aucun accord signé n’est mentionné.
Key points

The passive means “is done” or “is being done”. It is formed with être + past participle, which agrees with the subject in gender and number (la mesure est adoptée / les mesures sont adoptées). The agent is introduced by par (or de). In the news it is common when the event, rather than the actor, is the focus (est prévu / est annoncé / est connu).

05Negation and its scope
Structure

ne / n’ … pas · ne … plus

In the article
Il ne se rend pas en Arabie saoudite, mais envoie des soldats français protéger le port de Yanbu.
Key points

Normally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.

06Citing a source with selon
Structure

selon + noun / organisation

In the article
Selon Francis Perrin, le voyage n’affectera pas les prix.
Key points

Selon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.

07Pouvoir: ability and possibility
Structure

peut / peuvent / pourrait + infinitive

In the article
Le constitutionnaliste Benjamin Morel estime que la tournée peut donner « un sentiment de normalité », mais aussi « apparaître déconnectée ».
Key points

Put a base-form verb after pouvoir. Peut means “can” or “may”; the conditional pourrait gives a more reserved possibility, “might”. It does not necessarily mean implementation is settled.

08Purpose with pour
Structure

pour + infinitive

In the article
Paris et Londres ont lancé une mission internationale pour rouvrir le détroit (déminage notamment) une fois un accord conclu entre Trump et l’Iran.
Key points

This is the purpose, “in order to…”. Put the base form of a verb after pour. The purpose stated here is separate from whether the effect was actually achieved.

09Dates and their prepositions
Structure

le + 日付 / du … au …

In the article
Emmanuel Macron effectue depuis le 19 octobre une tournée dans quatre pays du Golfe, afin de sécuriser des volumes de diesel et de pétrole et de faire baisser les prix à la pompe.
Key points

Le 15 octobre means “on 15 October”. Distinguish the le before a date from the le that marks a weekly habit like a weekday. Du is de + le and au is à + le, so decide the meaning from the verb and period expressions around them. Their role depends on the group: a range of dates, the date of a bulletin or another complement.

Japanese grammar

Understand the structure and usage from the text.

01Indicating the subject: について
Structure

noun + について

In the article
大統領府は、軽油と石油の量について、「いくつかの約束」を得たいとしています。
Key points

As in “予算について”, it shows the topic to be talked about or explained. In the form “〜についての報道”, の is added so that the group qualifies the following noun.

02Cause or purpose with ため
Structure

〜ため / 〜ために

In the article
サウジアラビアには行きませんが、石油の積み出し港ヤンブーを守るため、フランス軍を送ることを決めました。
Key points

ため is used for both reason and purpose. “成立ではないため” is a reason and “運転手を守るため” a purpose. Decide from the whole sentence whether what precedes is a cause or a goal.

03Giving examples with など
Structure

noun / expression + など

In the article
フランスとイギリスは、イランとアメリカの合意ができたあとに、機雷の除去などで海峡を再び開く国際的な任務を始めました。
Key points

“暴言など” gives “abusive language” as one example. It is not necessarily a closed list of only the things named. It also helps when reading the scope of a news story.

04The polite past ました
Structure

verb stem (連用形) + ました

In the article
サウジアラビアには行きませんが、石油の積み出し港ヤンブーを守るため、フランス軍を送ることを決めました。
Key points

In “発表しました”, ました makes a verb polite past. The negative is “ませんでした”. Read the actual date together with the date and time in the text.

05Quoting with と: content and report
Structure

plain-form sentence + と + verbe de parole (報じる, 説明する…)

In the article
大統領は、任期の最後まで役割を果たすと述べています。
Key points

と takes the content that is reported or explained. In “改定する方針だと報じました”, “改定する方針だ” is what the report said. Separating the content from who said it and how makes long sentences easier to read.

06Treating a clause like a noun with こと
Structure

plain-form sentence + こと + particle

In the article
軽油や石油を安定して確保し、燃料価格を下げることが目的です。
Key points

“〜すること” treats an action or content like a noun. The particle after it (が・を・は…) shows its role in the sentence. “ことができる” is a fixed combination meaning “can”.
