The essentials
According to franceinfo, the €100 aid paid by the State to cope with the surge in fuel prices is “extended and widened”. It is the second payment, for the period October to December. From the morning of Tuesday 27 October, new beneficiaries can register online on impots.gouv.fr.
Who is concerned?
About 5.5 million people are concerned, against 3 million previously. Former beneficiaries, who received a first payment this summer, will receive the new aid automatically; new ones must apply. You need a reference tax income per household share not exceeding €22,770 (2024 income), to work at least 15 km from home and to use your own vehicle. The other criteria are unchanged.
Registration and payment
The application is made online, via a form that lets you check that you meet the conditions. According to the decree published in the Journal officiel in mid-October, the money is paid “within about ten days” of registration.
The announced effect on prices
According to Bercy, this aid, combined with a drop in pump prices promised in the coming days thanks to the release of strategic stocks, is equivalent to a reduction of 40 cents per litre. This is a government estimate.
What we do not know yet
The article consulted gives neither the registration deadline, nor the former income ceiling, nor the documents to provide, nor how the 15 km is calculated, nor the precise definition of a “heavy driver”, nor what to do in case of refusal. Check the official impots.gouv.fr page before registering.

01The present indicative
est / sont + attribute (noun, adjective, prepositional phrase)
C’est la deuxième distribution, pour la période d’octobre à décembre.Key pointsÊtre in the present is est for a singular subject and sont for a plural one. It describes nature, state or place (“is”, “is located”). If what follows (the attribute) is a noun, adjective or prepositional phrase, it is not a passive. If a past participle follows, it is a passive (est annoncé). Headlines and summaries often use the present to describe the current situation.
02The passé composé
present of avoir + past participle
Les anciens bénéficiaires, qui ont reçu un premier versement cet été, recevront automatiquement la nouvelle aide ; les nouveaux doivent déposer une demande.Key pointsThe passé composé is the most common past tense, used for “did” and “has done” — actions completed in the past. It is formed with the auxiliary avoir (a / ont…) in the present + a past participle. Past participles of -er verbs end in -é (annoncer → annoncé); learn the irregular ones (faire → fait, prendre → pris, voir → vu). In the negative, ne … pas wraps the auxiliary (n’a pas annoncé). In the news it reports facts that have already happened, such as “announced” or “voted”.
03The futur simple
stem (infinitive) + -ai / -as / -a / -ons / -ez / -ont
Les anciens bénéficiaires, qui ont reçu un premier versement cet été, recevront automatiquement la nouvelle aide ; les nouveaux doivent déposer une demande.Key pointsThe futur simple means “will do” or “is planned to”. Add -ai, -as, -a, -ons, -ez, -ont to the infinitive (participer → il participera). Watch the irregular stems: être → ser-, avoir → aur-, aller → ir-, faire → fer-, pouvoir → pourr-, voir → verr-. In the news it is used for fixed plans and outlooks.
04The passive voice in the present
être (est / sont) + past participle (+ par / de)
L’aide de 100 euros pour les travailleurs qui roulent beaucoup est prolongée et élargie pour la période d’octobre à décembre.Key pointsThe passive means “is done” or “is being done”. It is formed with être + past participle, which agrees with the subject in gender and number (la mesure est adoptée / les mesures sont adoptées). The agent is introduced by par (or de). In the news it is common when the event, rather than the actor, is the focus (est prévu / est annoncé / est connu).
05The imperative
present vous form (-ez) / nous (-ons) / tu
Consultez la page officielle d’impots.gouv.fr avant de vous inscrire.Key pointsThe imperative expresses commands, requests and advice. It has no subject: the sentence starts with the verb (Consultez les informations.). The vous form ends in -ez, nous in -ons (Restons prudents.), and tu in -e for -er verbs (Consulte). It is very common in notices and warnings (Vérifiez, Consultez, Restez informé).
06Pronominal verbs
se / s’ + verb
Il s’agit d’une estimation du gouvernement.Key pointsA pronominal verb is used with a reflexive pronoun (me, te, se, nous, vous) before the verb. It can mean “do to oneself”, “be done” or “do to each other”. In the news, se traduire (to result in), se tenir (to take place), s’agir de (to be a matter of) and se diffuser (to spread) are frequent. The pronoun changes with the subject (il se tient / ils se tiennent / je me souviens).
07Negation and its scope
ne / n’ … pas · ne … plus
Il faut avoir un revenu fiscal de référence par part ne dépassant pas 22 770 euros (revenus 2024), travailler à au moins 15 km de son domicile et utiliser son véhicule personnel.Key pointsNormally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.
08Citing a source with selon
selon + noun / organisation
Selon franceinfo, l’aide de 100 euros versée par l’État pour faire face à la flambée des prix du carburant est « prolongée et élargie ».Key pointsSelon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.
09Pouvoir: ability and possibility
peut / peuvent / pourrait + infinitive
Les nouveaux bénéficiaires peuvent s’inscrire sur impots.gouv.fr depuis le matin du 27 octobre.Key pointsPut a base-form verb after pouvoir. Peut means “can” or “may”; the conditional pourrait gives a more reserved possibility, “might”. It does not necessarily mean implementation is settled.
10Purpose with pour
pour + infinitive
Selon franceinfo, l’aide de 100 euros versée par l’État pour faire face à la flambée des prix du carburant est « prolongée et élargie ».Key pointsThis is the purpose, “in order to…”. Put the base form of a verb after pour. The purpose stated here is separate from whether the effect was actually achieved.
11The construction il s’agit de
il s’agit de + noun / infinitive
Il s’agit d’une estimation du gouvernement.Key pointsIt explains what something is about: “it is a matter of…”. The il is not a particular man but a formal subject of this construction. The negative il ne s’agit pas de means “this is not about…”.

01Citing a source: によると
noun + によると
franceinfoによると、燃料の値上がりにたえるため、国が出す、100ユーロの補助が、「延長され、広げられ」ました。Key pointsAs in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.
02Cause or purpose with ため
〜ため / 〜ために
経済省(ベルシー)によると、この補助と、これから数日で行われる、ガソリンスタンドの値下げ(戦略的な備蓄を出すため)を合わせると、1リットルあたり40サンチーム(0.40ユーロ)の値下げと同じ効果があります。Key pointsため is used for both reason and purpose. “成立ではないため” is a reason and “運転手を守るため” a purpose. Decide from the whole sentence whether what precedes is a cause or a goal.
03The polite past ました
verb stem (連用形) + ました
長い距離を車で通勤する人に出る、100ユーロの燃料代の補助が、10月から12月分で、対象者が増えました。Key pointsIn “発表しました”, ました makes a verb polite past. The negative is “ませんでした”. Read the actual date together with the date and time in the text.
04Linking actions with the て-form
verb て-form + next expression
条件は、2024年の「参照所得」が、1人分あたり22,770ユーロ以下であること、自宅から15km以上の場所で働いていること、自分の車を使うことです。Key pointsThe て-form links actions in a series, in order or as a reason. In “確認して、出発する” the relation is judged from the content. In “〜ている” it can show an action in progress or a continuing state.
05Linking two nouns with の
noun A + の + noun B
新しく対象になる人は、27日の朝から、税のサイトで申し込めます。Key pointsA explains noun B that follows. It is not only possession: the relation can be belonging, target, content and more. In “政府の案” and “年金の税控除”, read the relation from the context.
06The topic marked by は
noun / noun phrase + は
今回は、2回目の支給で、10月から12月の分です。Key pointsは shows what the sentence is about; an explanation of that topic follows. は and が are not always interchangeable: contrast and the way information is placed change.
