The new statement

According to TF1, Emmanuel Macron explained on the evening of 28 October that selection criteria must be clearer. He defends an overhaul to respond to high-school students’ distrust.

Two separate deadlines

The plan announced on 26 October aims for a better explanation of criteria and refusals in 2027. Replacement of the system is planned for 2028. It is therefore not a change already carried out.

Understanding Parcoursup

Parcoursup is the French application platform for higher education. Applicants make their choices there and consult the responses. Submitting an application does not mean being admitted.

The next steps

The committee’s first recommendations are expected before the end of November. Some measures may require a change in the law. Future applicants will need to check the official instructions for the 2027 campaign.

Explained in English

French grammar

Learn sentence patterns and usage from the article’s own sentences.

01Negation and its scope
Structure

ne / n’ … pas · ne … plus

In the article
Il ne s’agit donc pas d’un changement déjà réalisé.
Key points

Normally ne and pas wrap the verb. Before a vowel, ne becomes n’. Check which part of the sentence the negation covers. Ne … plus means “no longer”.

02Citing a source with selon
Structure

selon + noun / organisation

In the article
Selon TF1, Emmanuel Macron a expliqué le 28 octobre au soir que les critères de sélection devaient être plus lisibles.
Key points

Selon means “according to”. Put a person or organisation after it as the source. It separates facts the writer checked directly from what another body or report said. Citing a source does not turn a forecast into an accomplished fact.

03Pouvoir: ability and possibility
Structure

peut / peuvent / pourrait + infinitive

In the article
Certaines mesures peuvent nécessiter une modification de la loi.
Key points

Put a base-form verb after pouvoir. Peut means “can” or “may”; the conditional pourrait gives a more reserved possibility, “might”. It does not necessarily mean implementation is settled.

04Expressing a plan or a deadline
Structure

être prévu / prévoir / être envisagé

In the article
Le remplacement du système est prévu pour 2028.
Key points

Prévoir means “to plan, to expect”. Être prévu means “to be scheduled” and être envisagé means “to be under consideration”. In the news, read them separately from expressions that describe events that have already happened. They do not say that the event has already taken place.

05Purpose with pour
Structure

pour + infinitive

In the article
Voici les étapes annoncées par le gouvernement pour améliorer puis remplacer Parcoursup.
Key points

This is the purpose, “in order to…”. Put the base form of a verb after pour. The purpose stated here is separate from whether the effect was actually achieved.

06The construction il s’agit de
Structure

il s’agit de + noun / infinitive

In the article
Il ne s’agit donc pas d’un changement déjà réalisé.
Key points

It explains what something is about: “it is a matter of…”. The il is not a particular man but a formal subject of this construction. The negative il ne s’agit pas de means “this is not about…”.

01Citing a source: によると
Structure

noun + によると

In the article
TF1の29日の報道によると、マクロン大統領は28日夜のインタビューで、進学の選考基準を明確にする必要性を説明しました。
Key points

As in “LCPによると”, it shows where the information comes from. What that source reported follows. It is used differently from “私にとって”, which gives one’s own opinion.

02Rejecting an interpretation
Structure

〜わけではない / 〜という意味ではない

In the article
現在すでに別の制度に変わった、という意味ではありません。
Key points

These forms limit and deny an interpretation: “it does not necessarily follow” or “that is not what is meant”. They do not necessarily deny every fact in the sentence. Read what is being denied together with the earlier part.

03Polite negation and plain form
Structure

〜ではありません / 〜ではない

In the article
現在すでに別の制度に変わった、という意味ではありません。
Key points

They negate a noun and similar content. “ではありません” is the polite form and “ではない” the plain form. “成立ではありません” shows that it cannot be said to have been concluded.

04Indicating the subject: について
Structure

noun + について

In the article
法律の変更が必要な内容については、議会での手続きも必要です。
Key points

As in “予算について”, it shows the topic to be talked about or explained. In the form “〜についての報道”, の is added so that the group qualifies the following noun.

05Cause or purpose with ため
Structure

〜ため / 〜ために

In the article
高校生の不信感に応えるため、制度を見直すという立場です。
Key points

ため is used for both reason and purpose. “成立ではないため” is a reason and “運転手を守るため” a purpose. Decide from the whole sentence whether what precedes is a cause or a goal.

06The polite past ました
Structure

verb stem (連用形) + ました

In the article
マクロン大統領は28日、進学先を選ぶ基準を分かりやすくする必要性を説明しました。
Key points

In “発表しました”, ました makes a verb polite past. The negative is “ませんでした”. Read the actual date together with the date and time in the text.
